Face à l’enchevêtrement de violence, d’effondrement de l’État et de paupérisation, des voix s’élèvent pour réclamer un « pacte social et politique » : un accord large entre forces politiques, société civile, diaspora, jeunesse, pour reconstruire l’État sur des fondations démocratiques, transparentes, et respectueuses des droits humains. Ce pacte — condition d’une reprise durable — pourrait constituer un tournant historique, si chaque acteur y trouvait sa place.
Le Conseil Présidentiel de Transition (CPT), mis en place en 2024 pour conduire le pays vers des élections en 2026, reste largement contesté, fragilisé — y compris par des accusations graves. Récemment, les autorités ont obtenu une prolongation du programme de surveillance (« Staff-Monitored Programme ») du FMI, un signal encourageant sur le plan économique et institutionnel — à condition que la stabilité politique suive. 
Depuis l’assassinat de l’ancien président, l’État haïtien ne retrouve pas son assise. Le contrôle quasi total de la capitale Port‑au‑Prince par des gangs — évalué entre 80 % et 90 % — illustre l’affaiblissement de l’autorité publique. Un incident récent illustre la gravité de la situation : une fusillade a éclaté le 13 novembre 2025 près du complexe de l’ambassade des États-Unis, à Tabarre, mettant en lumière la proximité des gangs avec des zones pourtant symboliques de souveraineté étatique. 
Haïti traverse une crise multidimensionnelle : violence endémique, effondrement des services publics, exode massif, famine. Mais en même temps, des signaux d’espoir apparaissent : la poursuite des réformes économiques avec l’aval du Fonds Monétaire International (SMP prolongé jusqu’en septembre 2026) , des voix nationales et internationales qui appellent à un renforcement de la sécurité, et des débats croissants sur un avenir démocratique. Ce contexte tragique est à la fois un appel, au réveil citoyen, à l’unité, à la solidarité et un test de la résilience haïtienne.
